How do I lock the standard toolbars in Outlook?

I am trying to lock the standard formatting toolbars in Outlook. I do not use
any special plug-ins as discussed in other message strings. The shuffle
occurs mostly in the "create new message window" or any other window within
Outlook. I had the same problem with Word but was able to fix it by deleting
the configuration file and letting it recreate itself. Does Outlook have one
of these as well?

I don't think it's possible to lock the toolbars.
