how do I make a picture a transparent background

I am using Dreamweaver for making web pages and I am extremely inexperienced.
I need to know how to take an image and make it a transparency background
that is not repeated across the entire page but just fills in the screen with
one image.

Why would you need transparency for a bg image?...there would be nothing
behind it.

Two image formats that support transparency on the web are .gif (limited
palette) or .png (larger file size, limited browser support on older
browsers).

When you say "picture" to you mean like a photographic image? This may prove
to be very difficult with transparency....or do you mean some kind of
graphic?

But then again...there would be no purpose for transparency with a
background image at all.

And as Mary points out this is not a newsgroup for Dreamweaver.

I think Presario means a faded picture, not a transparent one.

To do this, use a graphic editor like Photostudio, Photoshop, ImageReady,
ImageComposer, Canvas, PhotoPlus etc... and set the opacity down to a
suitable %.

As to your other question, set the size of the picture to the most common
resolution 1024 x 768 and select bgproperties as "Fixed".

You will face two problems:
1- visitors to the site who use resolutions other than 1024 X 768 will see
the bg picture either tiled or truncated.
2- Firefox will ignore the fixed property of the bg image and will tile the
image vertically when scrolling.
