How do I make my spreadsheet uniform for (negative numbers)

I have many forumulas in my excel spreadsheet like =b4-b3 to computer
whether a quota has been achieve. Some of them show the deficit in
parenthesis and others do not. I checked the formulas and they are all
the same. How do I make all deficits show parenthesis?

Format as #,##0.00;(#,##0.00)

"Number" tab
Click on "Number"
In the "Negative numbers:" box choose the appropriate formatting
