How do I make my web site 640 - 480 page size?

I want to make my page to show up on all browsers 640 - 480 no matter what
their browsers actually is. My problem is my design on my web page looks
diferent on different page sizes.

Use fixed table widths, and don't include any graphics that are wider than
about 610px.
