That's a setting the recipient can choose to have on or off - not you, the
sender.

Control panel, sounds, new mail notification. Does that work? If not, check
in Outlook to make sure it's selected. Methods may vary by version.

Note - when you post in here, always include your version, mode (if
applicable) and SP level of Outlook (you can find this in help | about).
