How do I make parts of html stationery non-editable?

I have created some stationery that a client has requested. It all works fine
and looks just how I want but I would like to be able to "lock" sections so
that people cant mess them up :) and specify an "entry point" for the
stationery so if people tab down from the subject line the cursor goes into
the correct section.

The stationery is split into three basic sections; header, message, footer.
I want to lock the header and footer.

Any ideas?
