How do I make signs using a background ?

I have created a document with 6 washed out images I wish to use as
backgrounds for store sales signs. When I attempt to type "over" the images
to make the signs the images move. I want them to be permanent and not
affected by anything I choose to put on top of them. How can I do this?

I would also like to create a template where I couls have the magins already
set so I can make signs quickly and perfectly centered in the 1/6 square.

Set the wrapping on your background images to Behind Text.

Right-click on each image, and left-click on Format Picture |
Layout | Behind text | OK.
