How do I make the text box stay where I put the pointer?

sometimes the text box will open exactly where the pointer is and sometimes
it opens at the top of the page. How do I make this opening consistently
stay where the pointer is?

Select the textbox, Pick Format, and adjust the options, click OK,
r-click the border of the text box and pick "Set Autoshape defaults"

Bob, thank you for your help. Are you as knowlegeable about numbering
problems as you are text box issues? I need help with that, as well
