I have a new hard drive from Dell with MS office on it but I need to move my
license from my old drive to my new one.

I see nothing in the menus that would indicate it's possible.

please help!

Did your old copy of Office come with the computer?

What do you mean "move your license to a different copy of Office
2003"?!?!? Are you replacing the hard drive in your PC and need to
migrate the drive contents?

Yes. My old drive is failing and I have a new replacement drive with an
unlicensed copy of Office 2003 already on it. I want to deactivate the copy

Yes Office was installed on it but it was not licensed. My employer received
the new laptop, licensed the Office2003 and sent me the computer with
Office2003 activated to me.

You don't deactivate a copy of office before reinstalling
and activating it on a new hard drive.

If you can start the new install of Office, start Word.
Once running click Help, Activate and follow the onscreen
prompts to enter the key for the software If you don't
have a hard copy of the license key (from the business) you
will need to get it from them. Now, if the old hard drive
is still the boot drive in the computer you can get the
license key by downloading key finder from
http://www.magicaljellybean.com/keyfinder.shtml. Run it and
it will tell you the currently installed key for the Office
program (it will also show the key for Windows so make sure
you write down the proper one.) Write it down and save it
for when you install the new drive.

You may have to use the telephone activation method if the
software was activated on the old hard drive within a
certain period of time or if you don't have internet access
during activation.

Talk to your employer, you will likely need to activate it the same way
as the previous one.
