Tell your sender to use an extension that won't trigger Outlook's
security feature. They call it <file>.xlx and you rename it to
<file>.xls when you save it. The security feature merely works on the
extension of the file's name.
Have your sender compress it into a .zip file.
Do a search at
http://support.microsoft.com/ on Outlook for
"Level1Remove". This tells you the registry edits you perform to add
filetypes to the exclusion list.

editing the Level1Remove registry entries much easier.
