How do I OPEN Outlook -- when error message says server is down?

I can't open my Outlook at all so this is a technical question, I guess. I've
run scan disc and rebooted, but to no avail. This has happened before and it
takes tech support many hours to deal with. I was hoping someone had a quick
fix. Many thanks.

We have no idea - you did not provide any useful information except "server is down."

What server? Where? ISP? Work? Type of server? Version of Outlook? Exact error message?
