How do I open Outlook when it won't connect to my email?

Outlook will not open for me. Its says its configuring Outlook accounts,
then says its off line, but I am connected to the web via a ethernet cable.
It then ask for the Microsoft Exchange server, I have tried POP3 - what
should I enter here and then 'check my name.

I cannot even use Outlook off line simply for its other features, I can
always get email via MSN Live.

Can anyone please help.

Configure Outlook with your correct mail account type and information via
the Control Panel-> Mail applet.
