how do I overlap pictures in word 2007?

A lot more difficult in my opinion than earlier but here is how:

On the ribbon click Insert, Text Box. Delete the information shown and just
have a text cursor present. Click Insert Picture and insert the first
picture and size accordingly. Right click the text box frame and then left
click Format Text Box. Under Colors and Lines Tab change Transparency to
100% and Line to No Color. Click the Layout tab and then Advanced...
Picture Position tab click to turn off Move object with text then click the
Text Wrapping tab. There click the picture of the dog with the Through
item. Click OK.

Create another text box and insert the next picture exactly the same way.
Move the text box where you want the picture allowing for the small margin
of white background (that will remove when you set the transparency to 100%
on the second text box.) Change the layout of the text box the same way you
did for the first box.

hmm... there's a simpler solution...

1.Click on Insert, then Picture. Select the picture and click o
Insert.
2. Resize the picture if it's too big.
3. Right click on this picture. Select Text Wrapping and behind/i
front of text.
4. Click on insert, then picture, select the picture and hit the inser
button.
5. The new picture should be on top of the first picture.
