How do I pick data from a drop-down list in Excel?

When you right-click on a cell in Excel, there is an option "Pick from
drop-down list" that appears. How does this work, as it does not seem to be
tied to the drop-down lists created through cell validation.

The Pick from List command provides a list of the values in the cells
immediately above the active cell.

The menu item reads as "pick from list" not "pick from drop-down list".

The "pick from list" list is made up of unique items already entered in the
column above or below the cell is active.

If nothing in the column, no list will be available.

If blank cells between active cell and any items, no list available.
