Distribution Lists aren't the most reliable feature of Outllook, but if you
have a list of addresses (or names and addresses) in a text file, one per
row, it's fairly simple to create a DL. The data should be:

address1
address2
address3
....etc...

or

name1 address1
name2 address2
name3 address3
....etc...

First, open the document containing this list. Select the list and press
Ctrl-C to copy the liust to the clipboard. In Outlook, open a new DL by
clicking File>New>Distribution List. Give it a name. Click Select Members.
Click in the Members field and press Ctrl-V to paste the addresses. Click
OK. You should see the addresses or names and addresses populated into the
DL. Click Save and Close.
