How do I place a shape label on top of the shape, not inside?

Look on the Standard toolbar for the Text tool (the 'A'). Then click on the
drop-down arrow next to it and choose the Text Block tool. Now select your
shape to see its text block. If you move or resize this rectangle, your
text will move relative to the shape geometry. Don't forget to click on the
Pointer tool to get back to normal view.
