How do I position a clipart on an Avery Label?

I made a circle with a letter inside it to put on the labels I am making. I
cannot figure out how to place it exactly where I want it. It will only move
in increments that are too large. I am using a laser mouse and have done
precision work in other documents. Have never tried it on a label before.
