How do I prevent Email attachments from being blocked?

I cannot pull up certain attachments that seem to be blocked with a small red
x in a square. This is on a new system that I just set up and the emails are
from friends that I know. I have adjusted security settings that the outlook
help searches said to do, but still hasn't affected the attachments.
