How do I prevent pictures from being deleted in Publisher?

Is there a way to prevent other users from deleting an embedded picture? I'm
signing my documents and I don't want my signature deleted.

Send the file as a .pdf. But even then, someone with a .pdf-editing program
can do whatever they want. That's the bad thing about electronic files -
they can be edited somehow, someway.
