How do I publish a Resource?

I know how to publish all project information, but I am getting a message in
Resource Center of PWA that says that not all resources are published? I am
not aware of a feature in the Resource Pool or other locations to Publish
Resources? Did I miss something or is this message misleading as to the
action required?
