You'll need to purchase a "German Version" of Office 2003.

When you say "German language pack", do you mean you want to have
a German-language user interface (menus, help, etc.), or do you
want to be able to type and spellcheck German-language text?

For the former, please see Carey Frisch's suggestion.

For the latter, see http://support.microsoft.com/?kbid=311014
"How to enable European language support for Word 2003 and Word
2002 on computers that are running on Windows Server 2003, on
Windows XP, or on Windows 2000". German proofing tools are
included with the following language versions of Office:
Bulgarian, Croation, Czech, Danish, Estonian, Finnish, French,
German, Greek, Hungarian, Italian, Latvian, Lithuanian,
Norwegian, Polish, Slovenian, Swedish, and Turkish. If you have
one of these language versions, you can install the German
proofing tools from your Office CD. If you don't have one of
these language versions, you can purchase the Office 2003
Proofing Tools CD and install German proofing tools from that.
