Not sure what you want. You want to install "Microsoft Small Business" what?
Server? Accounting? Something else?

Why do you need to purchase an IP address?

Public IPs are purchased (typically) from your ISP, if they are available at
all on your plan.

Private IPs can be "generated" by you and require no payment.

What exactly are you wating to do?
