how do i put a picture into the background so i can type over it

i think its called greyscale when you insert a picture in a document and you
can type over it i am trying to design a invoce, have got word, publisher or
exel any help would be much appricated many thank shay

No, the word you're looking for is "watermark." If you have Word 2002 or
2003, use Format | Background | Printed Watermark. For earlier versions, see
“HOW TO: Create a Watermark in Word 97 and in Microsoft Word 2000†at
http://support.microsoft.com/?kbid=211324. For Word 2007, someone else can
perhaps tell you how to insert it.
