How do I put pages of a diffent size in a publisher document?

I have a publication that has 8.5 x 11 and 11 x 14 pages. How do I put these
in a single publisher document. When I try to change the page size, it
applies the changes to all pages.

I guess I can create different files for different page sizes and
orientations then print to PDF and compile a single PDF document. I know I
can have different page sizes in a PDF.
