How do I reduce a pictures resolution(dpi)?

I'm using Office Picture Manager, and I need to reduce my picture resolution
to 72dpi. How would I go about do that?

By using the approriate graphics/image editor, such as photoshop, or even
the free Irfanview from www.irfanview.com
