How do I remove the Digital ID requirement on my Outlook?

I am now having a problem sending mail. Previously it just went out when I
would send it. Now it is requiring that I have a digital ID. I don't want
to purchase one and have no reason to use it as this is my personal computer.

How can I remove that pop up that requires it?

Tools>Options>Security?

I had tried that before but finally found encrypt checked and unchecked it to
remove and that did it.
