How do I repair broken field list in Access XP?

I have a problem on several Windows XP computers running Access XP where
they're unable to open the field list in the design view of forms creation.

I thought it may have been due to Windows XP Service Pack 2 which we've been
deploying, but I've found one machine with only SP1 on it. It was running
Access XP SP2, which I've updated to SP3 with the same result.

I've tried running MSAccess /regserver and /repair to no avail, and removed
and reinstalled it. I've also logged on as a different user to rule out the
user profile.

If I create a form in a wizard view, I can then edit it in design view and
the fields are visible, and the field list can be toggled on or off.

Has anyone seen this before?
