How do I reset the filterkeys to work properly?

i cannot type anything except with the caps lock on and every time i click
something it highlights the page> no punctuation either>>>> anyway< i
accidentally held down the shift key for eight seconds which pulled up a
filterkey prompt that despite my following the cancel instructions or
accepting the instructions or changing the settings< cannot get the stupid
thing to reset>

Try holding down SHIFT for 8 seconds, or disable filterkeys in control
panel==>accessibility options==>keyboard
