how do i resize a photo by inches nstead of by pixels

i want to resize a 2304 x 3456 pixel photo to a 1 3/4 inches wide x 2 7/16
height. does anyone know what the comparable pixel value would be? i'm trying
to use MS Office Picture Manager to accomplish this...

choose by pixel, cm, or inches.

Note that the dpi setting of the display or printer will affect the final
size you get.
