How do I restore a permanently deleted e-mail folder?

I mistakenly deleled an entire e-mail folder and would like to retrieve it.

Try right clicking on the deleted folder and choose Recover Deleted Items.
You can find this option by selecting the deleted folder then going to Tools
- Options.

This is providing that the items were not deleted from the deleted folder
itself. Meaning that they were permanently deleted.

Permanently deleted, in general, means gone, especially if your messages
store is an Exchange server. However, see this:
