How do I restore Auto Bullets in OneNote?

will make the item a bullet.

Ctrl-. will also make the item a bullet.

I turned off Auto Bullets using a Smart Tag. How do I turn Auto Bullets back
on?

In the OneNote menu, click on "Tools" and select the "Editing"
category. Look for a checkbox item that says, "Apply bullets to lists
automatically" and check it. When you turn off the auto bullets with
the Smart Tag, it clears that checkbox.
