How do I rotate an inserted picture in a word doc

I am trying to create a greetings card in a Word doc. I have inserted a
photograph and I need to rotate it 180 degrees to the left but when I click
on the draw button flip and rotate is greyed out and so is group.

What do I have to do to enable these functions to work.

I am using Office 2000

You must change the wrapping on the picture from In Line With Text to some
other style in order to be able to rotate it.
