I am not sure what the Japanese Post Card Wizard is, but you may find the

Hi May,

If you have have a Japanese edition of Microsoft Word/Office 2003 and have installed the optional features the Postcard Greetings
Wizard should be in Tools=>Letters and Mailings. There is also an entry in
Tools=>Autocorrect Options=>Autoformat as you type
that launches it.

If I recall correctly the Japanese Postcard Greetings Wizard is not included in the English languge editions.

The Japanese language consistency checker (Tools=>Language) and Japanese Greetings toolbar (Tools=>Letters and Mailings are included
in the English language editions of Office.
