How do I save a filtered view in MicroSoft Project?

I cannot save my project with a filter. When I save my project with a filter
and return to it later, it comes up filtered for "all tasks".

You need to either re-apply the filter or create a New View (View, More
Views) that has your Filter already applied.

Already tried that. When I return to the view, it wants me to put the
criterion back into the filter. This is filtered so that I can share the
file with my client. Using this technique, I would have to provide the
filter criterion to my client in order for them to view the intended project
data.

Create a new filter with the criterion built in (replace the ? prompt in the
existing filter, then create a new view using this filter: it does work.
