My printer wants higher than just 300 dpi, what can I do with publisher 2003?
I bought this product for the feature of higher resolution jpg or other
graphic save options but could not belive it is only 300 dpi? Any work
arround or am I missing something?

The answer to your first question is, you can't do anything different.
Remember that Pub2003 is NOT a graphics tool, it's a DTP.
If you want higher res than 300 dpi you should use PhotoShop or equivalent
program.

Another thing, a printer who works with jpeg's doesn't seem to be very
professional?
Why not postsript, which will preserve original resolution, and also
preserve fonts as fonts, and not images?
Or even go all the way to PDFs?
