A scanner produces a picture file, not something you can edit. You have to
use an Optical Character Recognition (OCR) program to change the picture
into a Word file. There may be an OCR program in the software bundle that
came with your scanner, or you may be able to use the Microsoft Office
Document Imaging program (if that came with your copy of Office), or you may
need to buy a program such as Abbyy FineReader
(

Most OCR programs are mediocre to poor when dealing with forms. One that
specializes in forms is OmniForm (
http://www.nuance.com/omniform/). At
US$99, though, you'd need to scan a lot of forms to make it worth the
expense.
