How do I section a sheet (word or excel) into 4 equal parts?

I need to be able to make 4 of the same flyers from one sheet (word or
excel). How do I section a sheet into 4 equal parts?

In Word you can use a 2 column, 2 row table for this. If you don't
want the borders to print then you can set the Borders to "No Border".

You could also start with a label definition (Tools/Envelopes and
Labels) and find one that is close to what you need and modify it or
create a new label using your dimensions.
