How do I send a HTML newsletter as an e-mail message in Outlook?

I have written out a .html file, the sort that starts with <html> and ends
with </html>. I intend to send it as a newsletter in an email message in
Outlook.
How do I make it appear as a newsletter in the email I send, instead of just
code?
So far I can only think of copying and pasting the text in the Outlook New
Message box, which (when sent) does not appear as anything but code.

Yes thats what I did. I've checked Tools, Options, Mail Format to make sure
Outlook is set to use HTML as its default message format.

Since I prefer and only recommend plain text for e-mail, I don't play
with HTML. That said, try opening your "newsletter" in the browser, open
a new HTML formatted e-mail, in the browser, Edit, Select All, Copy, in
the body of the e-mail, Edit, Paste. Fill in the To and Subject and
click Send.
