How do I send an e-mail on Office Outlook 2007?

I can get to the e-mail page and reply to an e-mail but I do not see anything
on the bar or on the page for originating an e-mail.

Assuming you're looking for toolbar icons:

Click View > Toolsbars > Standard
View > Toolbars > Advanced

That should enable toolbars that you need. Let me know if this helps. You
can always use File > New > Mail Message.
