how do i send an email from the dialog box

when i right click on a picture to send it, it gives me the option of making
the pic smaller then goes to a normal email so I can send it. What is this
new dialog box that keeps opening up now and why won't it give me the option
to send? THanks.

I think one of the XP Powertoys adds this.
You need to send the email.
