how do I set an immobile background and scrolling text

I want make an immmobile background behind a sclollig text ina web
page.Please help me. I use Front Page or HTML.

You can set a background image for the page and select the watermark
checkbox for the background. This will make it so the background doesn't
scroll with the rest of the page.
