how do I set automatic picture sizing in email

In outlook I once found a tab that allows you to choose photo size in emails.
There were 3 choices on it. Now I can't find it again.

For which version of Outlook?
Outlook 2003; Attachment Options...
Outlook 2007; Expand icon in right bottom of the Include section.
