How do I set draft output as the default for email?

I have a user who is using a HP DeskJet 895c printer. The printer is set to
print with draft (150x150) output, but some of her email defaults to "Best"
(600x600) which is extremely slow. Is there a way to set Outlook to only
print email in draft output?
