how do I set it up for Outlook to access my charter.net email?

I would like to set up Outlook to handle my email messages from a charter.net
email account. I'm not sure what a POP3 server is? Is this the right way to
go? Or should it be html?

Did you call Charter's support and ask them? You pay for it, use it.
Moreover, a brief visit to Charter's web site would give you the
information. It would appear they don't support Outlook, but the
instructions for Outlook Express are clear and just as applicable (albeit
using different menus).
