How do I set milestone to 100% complete?

I create milestones in the project plan by entering 0 into duration field. When all the activities are complete and I try to enter 100% complete on a milestone, the project server requests to sync the actuals and clears the progress on the milestone setting it to 0% complete. How can I make the Project Server retain 100% complete on a milestone

Microsoft has issued a hofix for this issue as referenced in KB832887. You
can download the hotfix at:
