How do I set read-only snapshot to be default option when send ema

I would like to set as default, or even give the user no option, 'Read-only
snapshot' for 'Send mail as' when the user clicks 'Send to mail recipient'.

If this can be achieved using code, that would be fine.

Any ideas on how to arrange this?
