How do I set scanned image as background?

I need to set a map as a background so that I can "add"
text, hover buttons, and images on top of this. I have
tried several things, and I have a book, but I cannot
figure it out. I am not new to FP, so can someone please
give me step by step? Thanks!

If you need very precise placement of things, your best bet may be instead
to add text to the map using an image editor such as PaintShop Pro,
Photoshop, etc.. You can then add "hotspots" to the image that can be linked
to various other pages. Like Mike says, you can set it as the background of
a page, but you can run into things such as the background image tiling or
repeating which may look strange, not to mention getting exact placement of
items over a background can be a nightmare as you have to very carefully
create tables over the iamge in order to get things placed just right.

Yes, don't place it as a page background image, instead insert it as table
cell background image, however as Mark indicated, add any text the image in
a image editor first.

At bit OT, but don't plan to use hover buttons... they are not supported by
some browsers.... including some from MS. They are Java applets not java
script.
