How do I set up a Administrator rules on Outlook

How do I specify rules for receiving and sending mail, but that can only be
changed by an Administrator?

Actually, you sort of can, but only by creating the rules with the Rule.dll
COM component and CDO. This creates rules that are invisible to the user --
which I think would be a potentially big source of support calls.

No, it does sound interesting. (And I'm 95% sure /cleanrules will scrub
them - he he he.) But it's a bit far down in the queue after multiple group
policy setting tweaks to test.
