How do i set up a master page in Frontpage 2003?

I cant seem to find how to set up a master page on Frontpage 2003 im new to
the program so i might be missing something obvious, can anyone help please?

If you have created a web, the first page you make in it will automatically be named index.htm
It will be your "master" or "Home" page.
