How do I set up a message to show on all outgoing emails?

I want to create a privacy/confidentiality disclaimer to print on all
outgoing employee emails. I have outlook 2003.

You can use an Event Sink for this at the Exchange server

Some server level mail scanning tools also offer this functionality (usually
by default to advertize their product with lines such as "scanned by <virus
scanner name>")

You can use an Outlook signature for this, especially of you are talking
about a standalone Outlook installation. If you are using Exchange server
then you have more options.
